We are finally moving past the “what if” phase of the EU AI Act into the “how exactly” phase.
The appointment of the Scientific Panel and the Advisory Forum is a significant signal for European organizations. For too long, we’ve discussed high-level principles without clear mechanics. Now, we see the architecture of oversight being built—moving from abstract theory to concrete methodologies for risk assessment and systemic threat monitoring. This isn’t just red tape; it’s the infrastructure required for the public sector and large enterprises to actually deploy these tools with some degree of legal certainty.
What worries me is that while the “experts” are taking their seats, the burden of implementation still sits heavily on SMEs and local authorities who may lack the resources to navigate these new codes of practice. We have the framework, but do we have the operational capacity at the local level to enforce it effectively without stifling innovation?
