The European Commission recently introduced a new Technological Sovereignty Package to strengthen digital autonomy across the continent.
The initiative covers a wide range of industrial and strategic goals based on what researchers call the Triad of Tech Sovereignty. This framework looks at dependency, openness, and agency. It includes plans to triple data center capacity over the next several years and accelerate the deployment of cloud and AI infrastructure. It also promotes open-source alternatives across cybersecurity and internet technologies. The framework aims to move Europe from being a primary technology consumer to a producer of core digital assets. It addresses the weaponization of dependency by trying to secure the full digital value chain, from semiconductors to AI models.
For AI practitioners and public sector leaders, the most important takeaway is the distinction between ownership and agency. The research suggests that building an industrial fortress is not enough if the underlying power remains concentrated in a few hands. For public service efficiency and governance, a stewardship architecture is needed. This involves creating rules where public institutions can participate in decision-making and have ways to challenge the systems they use. The goal is to ensure that digital self-determination remains a priority as these new capabilities are built. It is about making sure that we do not simply replace one set of gatekeepers with another.
