The HARNESS Doctoral Network recently published an Atlas of the EU AI and data regulatory framework (covering the AI Act, GDPR, Data Act, DGA, and DSA). It is a heavy stack of regulations to track. But for anyone actually running a public service, it feels like a maze. I have to admit that I have seen how these projects often stall in the public administration because the rules are too abstract. The Atlas confirms that while there is a common logic (risk management and transparency), the coherence weakens at the intersections. This is where the real problem lies for someone trying to actually procure or deploy a service. You end up with overlapping compliance obligations and fragmented supervision. It creates a lot of COMPLEXITY for the person on the ground. So, the effectiveness of these laws depends almost entirely on technical standards. They are the bridge. If we don’t have a clear way to translate legal principles into engineering practice, the rules remain just that (laws on paper). We need to move beyond mapping the overlap and start creating unified technical standards that give public services a clear path to compliance.
